Not exactly. The basic research is Japanese (University of Kyoto). Since then a lot of more research has been done and all the patents belong to one EU company.

The patent is Czech, I think. Or somewhere in the area - Central Europe. I know people who bought xenoandrogens in Vienna, Austria.
