Generally there are 3 types of countries: those where prohormones are legally sold over-the-counter, those where they are sold on prescription only and those where prohormones are scheduled/banned/listed as dangerous or even considered as narcotics.

So if your question is concerning the second type of country (prescription drugs) this would constitute a relatively minor breach of law. It is highly unlikely you would be prosecuted for selling small amounts. Of course, if you sell large amounts this can be a problem. Also, there may be other legal issues involved, like production and sales of counterfeit medicines, using registered trademarks, conducting business without a proper license and some others.
