We know nearly all the steroid powder comming to US originates in China. Does it mean anabolic steroids are legal in China?

As far as I know steroids in China are not legal but they are tolerated. One example: before the Beijing Olympic Games the Chinese police arrested dozens of steroid producers just to show the world they are serious with the crackdown on doping.
This was not exactly a sign of cooperation on steroid sales to the west but rather to avoid the suspicion their athletes have easy access to doping and that China is a doping paradise.

Steroids have been produced in China officially for years and nobody cares. US would have pressured any other country doing this (as they did with Thailand - British Dragon) but China is a different story. Buying gear in China is as complicated as buying baguettes in Paris.
