It is legal. No one can prevent you buying anything that is not explicitly forbidden.

I'm quite sure that police can use it as a additional proof you were buying roids if they already have some other hints. But they must also find some gear as evidence.

Some two years ago DEA (or whoever, I'm not so sure, it may also well be FBI, FDA etc) contacted most sellers of such equipment, incl. those selling pure veggie oil, benzyl benzoate, benzyl alcohol, vials and all. They were informed that they may be engaged in illegal activity by aiding in production of scheduled drugs, most were scared of their pants and stopped selling the stuff to individual buyers. There's apparently way aroun this but you must know they are being watched.
