It's not the first time they threaten to ban them. Naturally, if you have a substance that behaves like anabolic steroids it probably won't be legal forever. But it usually takes some time. First they discuss it, then they ban it at official events but it doesn't mean it xenoandrogens will be illegal to buy/sell. Laws of a country and internal rules of a sports organization are two very different things.
I think the main problem is that nobody actually cares to check the real side-effects. If they did, many steroids wouldn't be illegal in the first place.
As far as I know xenoandrogens are not harmful but can someone tell me what are the side-effects of, say, oxandrolone? Nobody cares if it's harmful they just try to show the voters they are successful in the "war on drugs" so OK, let's treat steroids and other gear as drugs and here we have all the drug-dealing bodybuilders! I'm really sick of this approach.
Agreed. Nobody cares if the gear is harmful. All they care is if it will grow your muscle because that's illegal in US
